If you have a private driveway or a large enough yard, you are typically in the clear. Placing the dumpster entirely on your own private property means you are not obstructing public access, so the city generally doesn’t get involved.
Ideal Spots for Your Dumpster:
The Driveway: This is the most common location. It is close to your house (less walking with heavy trash) and keeps the street clear.
RV Pad: If you have a concrete pad on the side of your home, this is perfect for keeping the driveway open for your cars.
⚠️ Important Note on HOAs:
While the city might not care about a dumpster in your driveway, your Homeowners Association (HOA) might. Some HOAs have strict rules about how long a “visible” container can stay on a property. Always check your CC&Rs before scheduling a week-long rental.

The “Permit Zone”: Public Streets & Right-of-Way
If your driveway is too steep, too short, or already full of materials, you might be tempted to have us drop the bin on the street in front of your house.
Stop! This is where the rules change.
In almost every city in Utah County (including Provo, Orem, and Spanish Fork), the street is considered a “Public Right-of-Way.” You cannot legally block a public road, sidewalk, or alleyway without permission.
Why Do Cities Care?
It is not just about bureaucracy. It is about safety.
Emergency Access: Fire trucks and ambulances need wide clearance to navigate neighborhoods.
Liability: If a car hits an unlit dumpster at night, or a pedestrian trips on it, it creates a legal mess.
Traffic Flow: A 20-yard dumpster is roughly the size of a minivan. On a narrow street, that can turn a two-lane road into a one-lane bottleneck.
According to general engineering standards (like those in South Salt Lake and broadly applied across Utah), any obstruction of the public right-of-way requires an Encroachment Permit or Street Use Permit.
What Happens if You Don’t Get a Permit?
